That was the case before we saw that the Terminus was populated by a rabble of color-coded mercenary groups composed of species we're all familiar with. Vorcha were the only new arrivals. ME3 had none.
ME1 would have had us believe that the Terminus was populated with oft-warring mini-empires of species opposed to Council rule who had some real military strength to their names. Now that would be interesting. After seeing what happened with Ekuna, that they were willing to send dreadnoughts into Terminus space, I'm only left to conclude that the Council was feeding Udina a line of sh** about how stepping up patrols of their own borders in the wake of Eden Prime would provoke a war. Council law forbid the Alliance (then an associate race, viewed as an aggressive one) to build up their fleet past certain levels, but at the same time the Council (who dictated where human colonies could be placed) refused to adequately protect those colonies. Seems to me they were content to bind our hands and let the heretics put the uppity humans back in our place.
Trying to remember exactly how Shepard can explain the situation to Ms. Matsuo on Noveria. The dialogue tag answering the question of how he became a Spectre was "It's political B.S."
The warring mini-empires was retconned by ME2 and Ekuna didn't exist until that game as well when they decided to flesh out the Quarians and Geth.
Anyways it is less that they want to see humans put back in their place and more that they just simply don't really care. Any dead humans are just another casualty in a proxy war between the Citadel and the Terminus. It's nothing personal, after all the Council favored humanity over the Batarians only a few years earlier when it benefited their interests.
Humanity gets to satisfy its appetite for expansion on the dangerous areas like the Skyllian Verge and Attican Traverse and the Council gets its sphere of influence expanded and their enemies in the Terminus pushed back at no real cost to them and without the risk of retaliation that getting their own hands dirty could provoke.
The Dreadnought limit isn't really relevant since raiders have **** tier fleets that can be laid to waste by a single Alliance frigate (according to Pressly) and there is no limit on the smaller ships. The Alliance is just choosing on their own to expand their colonies beyond the ability of their tax base to fund a navy to protect them. Apparently they value territorial expansion over a few dead farmers and can we blame them for that?
