I went on the rivalry path with Anders and was at 100% once I began The Last Straw quest at the end.  During this play through, I have been pro-templar and want to side with the templars in the end.  I want Anders to fight with me against the mages but was unable to convince him to do so.  Also, the conversation we were having was the one intended for a friendship path.  He was telling him that he and Justice are one and so on.

 

I'm not sure where I went wrong in Act 3, if I did do anything wrong.  I completed the Justice quest but refused to distract Elthina.  And after that quest was completed, I was able to immediately begin his Questioning Beliefs quest.  Justice even came out during that conversation.  I remember it clearly because it kind of surprised me.  This was the first time I did the rival path with him, so I hadn't seen that happen.

 

I did notice the Questioning Beliefs quest is not listed under the "Completed" portion of the Journal.  Could that possibly prevent me from getting Anders to join me?  Or could it be that I didn't distract Elthina?

I think one of the issues is that you didn't distract Elthina. If you don't do the entire quest (finding ingredients, distracting Elthina), then it's technically not complete, which can cause him to not side with you at the end if you go pro-Templar.

 

As for the conversation, it's strange that he gave you the friendship path conversation. Did you have the "Star" option to tell him you forgive him?

No, I did not have that option to forgive him.  But even still, we were 100% rivals, so I shouldn't have gotten that conversation in the first place.

Actually, if you were 100% rivals you should have gotten the star dialogue option, which allows you to say you forgive him. 100% friendship also gives you a star dialogue option, but you get to say you might have understood if he only told you. Two different conversations. Again, I think the problem is that you didn't distract Elthina.
