I cannot get a headmorph to appear when I go to create a creature. I've posted it to local several times under several names both ways. What the hell is going on?

Make sure you are looking for the right filename. An exported morph will be prefixed with the race and sex code. For example, a human male head morph would be "hm_xxxx.mor", where xxxx is whatever your MRH was named. By default, the file browser will only show morphs with the prefix matching the race/sex of the creature you are editing. If you have removed the prefix from the filename, it therefore won't show up in the default list. You can change the drop down in the file browser from "All Head Morph Files" to "Head Morph GFF Files" to force it to show all morphs.

Confirm that you didn't export a MOP instead of a MOR.

If it still doesn't show up, are you using the same module you exported the morph from? Assets won't propagate in the toolset across modules, except for Single Player, so if you are using a different module you'll need to move the MOR to either your current module's folder in Addins, or the base Override folder.
