Not possible. The specs for mages are Rift Mage, Knight Enchanter and Necromancer.

Shapechanger won't be a spec, but we don't actually know what the spells associated with each spec and basic category are.  Still, there hasn't been anything that suggests that the Inquisitor has this power (though Morrigan still shows it off in cutscenes).

Shapechanging was unpopular in DAO because they didn't do the mechanics well.  In particular, if you're a bear or a wolf, your attack power is based off your strength - not your magic, like for an arcane warrior.  I always felt it was a missed opportunity.  Shapechanging is awesome.

By pairing it with Arcane Warrior, I was actually able to make it work on hard mode, but even there it was a specialty thing - upgraded swarm in particular good for taking down archers and not much else, and the bear form with arcane warrior armour could tank if Alstair went down.
