I planned to do it in 2, but i did it too late. So is there a way to kinda go in the game files and set my romance to tali?

There is Gibbed's ME3 save editor that can enable it for you, at least on PC. I don't know about consoles.

These options are the same for ME2 & ME3.

 

I don't know how far into ME3 you are, therefore you might also need to check Tali's romance from this thread:

You can always reload an early checkpoint, if you don't have early checkpoints, then you should start over again and talk a lot to Tali this time , I'm sorry
