As I recall, he did get married at some point. I believe it's for a DC on return to Orzammar, and I think Danaduchy showed it in her DC returns to Orzammar video (what would we do without Danaduchy?)
EDIT: Yup, just checked it. Rica says, if you ask her if she'll be queen, "Of course not, his wife will be queen". While Bhelen says his son by Rica will "have the same rights as any son of my wife's body". Both lines indicate that he's already married at this point.
Honestly I just never thought he valued her as anything more then something he could use. He doesn't even value her enough to tell her the truth about things (though politically I can understand why. Telling her "I got my two brothers removed from political consideration by my machinations" might just make her think he's a bastard -- which he is
*snip*). She's operating under a belief that Harrowmont and the DN conspired together to get rid of Trian and Bhelen, because Bhelen told her that.
Those lines are kind of vague. He's supposed to be pretty young, and I took them as them referring to his future wife.
And like I said, I can easily see your point of view on his actual motives, etc. I'm not sure he actually has to worry about being nice to Rica to get her cooperation; her only option to staying with him is to go back to Dusttown, and I'm sure some of the Carta would go after her if she did. I think it's vague enough they could play it out either way, so I headcannon that he cared for Rica because my DC wants her sister to be happy. I also like to think he actually married her once the Warden was made a paragon, raising her to noble caste too, but they could be using concubine and wife interchangeably out of carelessness.
