Dunno; maybe there are new Specializations in the DLC, and hers allows for Legionnaire Scout which includes weapon and armor proficiencies....
Or maybe it's her sister!
Or we can just hope that it's a new badass female dwarf npc that doesn't have any ties to people we already know.

Priorities. I barely have enough money to live on, and a Wii U is more important than a PS4. I need one for Xenoblade X, which is more important than any amount of DLC for DAI. After that, then I will saving money for a PS4. And it's going to take nearly all the time left until December (when Xenoblade X comes out) to even get a Wii U. So I'll be able to play the deep roads dlc by... Mid-2016, if I'm lucky?
Exposition.
The armour does look far more intricate and dwarven than any previous darkspawn armours we've seen, which lore says are scavenged and patched-together by the ghouls in the horde, although they do have a similar aesthetic love of spikes for the intimidation factor.
The hands also seem far more "human" (or I guess I should say "dwarven") and less corrupted than most darkspawn we've seen, who have hands that are often clawed and elongated slightly. The glowing eyes also match how WoT described the denizens of Kal-Sharok as having an intense, otherworldly look that is weirdly remiscent of both darkspawn and Wardens.
Personally, I'm hoping these are Kal-Sharok Dwarves and not just redesigned Genlocks, they look badass.
The Kal-Sharok dwarves could have used the same method of scavenging armor parts, especially if they have been living down in the Deep Roads for awhile.
Besides, rumor has it that Kal-Sharok could very well be inflected with the taint, which would explain those glowing eyes. But, I don't believe those glowing eyes come from the taint, but Lyrium. Remember, Anders (DA2) when he turned to Vengeance had those glowing blue eyes, which is very similar to those "dwarves" shown in the trailer.
Whatever they are, we'll be fighting them.
