You assume Bartrand's illness is contagious like the people used to think insanity was contagious.

Bartrand's condition could just be the same as other lyrium-addled people, except his was caused by red lyrium.
Yeah, but while mental illness itself is not something one can catch, in Bartrand's case there was actually a contagion that caused him to display those symptoms, having been infected by the taint from the Red Lyrium.
The taint causing insanity has been depicted across the games, having manifested in those who've succumbed to ghoulification (whether it be a person, animal or Old God) and/or Grey Wardens nearing their Calling, while Bartrand, Meredith and the Red Templars all displayed similar insanity after prolonged contact with Red Lyrium.
So while normal mental illness obviously cannot be cured, only treated, that the symptoms manifesting in those affected by the Blight has been shown to have been caused by a contagion, could mean that those effects could possible be reversed if ever such a means was found?
I'd say that being Lyrium-addled is more akin to being under the influence of a heavy narcotic that doesn't want to leave the system (such as in dwarves who were accidentally exposed to raw lyrium) or the result of prolonged heavy narcotic use (such as the Templars who are addicted to it), as it seems to just screw with memory and the ability to concentrate.

Moving to another topic:
Does anything think surface dwarves should reclaim Kal Repartha as a colony in the Hissing Wastes?
I was really hoping in the game we could have informed Orzammar or the surface dwarves of the existence of Kal Repartha, would be interesting to see how they'd react to learning of such a place on the surface, especially founded by a Paragon who "supposedly" died.
Dunno about recolonisation, as it's mostly just a bunch of ruins in a sand-blasted wasteland in the middle of nowhere... but then again, there had to be something there worthwhile that the Ancient Dwarves bothered to stick around for, right?
I'm more curious though where that Ancient Road leads to?
