I'm somewhat concerned about race selections options because we know that 80% of people played humans in DAI, same as in DAO. Given that they now have a whole extra race to 'compete' with, that means dwarves probably dropped below the 5% slice of the pie that they had in Origins. (Unless fewer people played elves, which I somehow doubt given how 'elfy' the game is.)
Now, a minority of players using certain content isn't a reason to cut it in and of itself. If it were, they'd get rid of the option to play a female character, or a rogue, and they'd stop putting endings on games since most players never actually bother to finish. But in a world of limited zots, there's always the question of whether something only 5% of people are ever going to use is worth the time and money. I really hope they don't cut out the option to play as a dwarf, but I would understand it if they did.
However, to counterbalance the raw numbers, I think that the devs are very aware that much of the hardcore fanbase really loves race selection, and that even people who never use it often appreciate its existence. I mean, apparently most people go through BioWare games never picking any evil or mean dialogue options, but if they only gave you the choice of being good and nice all the time, I doubt that would make most people happy. (In fact, one of the complaints about Inquisition is that your PC can't be evil enough.)
Even if we don't get to play a dwarf, I am no longer worried that we won't get more dwarf lore and dwarf companions. I admit I was a little concerned after Jennifer Hepler left and DA2 and the Inquisition base game didn't really move us forward on that score, but The Descent obviously indicates that they plan to do more with this. I also think it's very likely that Scout Harding will be a companion in DA4 (and hopefully our first ever BioWare dwarf romance!!!)
