is the Magic usable in DAI?

yes we will but it's mostly defensive magics it's like Bioware is trying to dumb down the mages

Ummmm, WHAT? Your statement here is very lacking in fact.
Magic is very much a massive part of Dragon Age, and just like in previous games, you will have magic and a lot of spells as weapons (not just defence) to use if you are a mage.
Search for Dragon Age Inquisition videos on youtube and you will see for yourself. It's not that much hard work, OP.

That is not accurate.
They said that instead of Healing spells, you will make more use of defence spells. Nowhere is it said you will not be using it for attacks in any lesser capacity than previous games.
I'm looking at the gameplay footage and I see mages attacking the hell out of enemies. Do my eyes deceive me? I don't think so.
To say that the magic is "dumbed down" in this game is also rather silly, seeing that combat is more tactical than even Origins was.
But you go ahead and believe what you want. It really does not matter.

No, they've said that there will be more focuse on defensive magics as opposed to healing spells. Mages are still perfectly capable of throwing fireballs.

No, they've said that there will be more focuse on defensive magics as opposed to healing spells. Mages are still perfectly capable of throwing fireballs.
Healing spells are assumed to run on focus which is a bar which is built up by damaging enemies.

They never said that.
During the Combat Q&A there was a question about healing magic and BioWare said that there would be be some healing spells but that they were focusing on defensive magic.
Look at the combat videos with the Qunari Mage, she is uses a number a offensive spells, in another video Vivienne sets an entire area on fire.
Mages seem to be pretty powerful in DA:I

Don't forget on www.dragonage.com the class page shows Mage and 3 specializations. Though I cant ever load that silly website, it just stays stuck on a black screen for hours.

They've said nothing of the sort. They said (or at least meant) that support mages focus on defense instead of healing.
Seriously, there's an entire tree dedicated to each primal element.

Magic in the Inq seems to be dumped down to simple combat spells, offensive and defensive. And so far there has been no sign of outside combat magic being used. Seems simplified.

What do you mean by outside of combat spells? Do you mean like healing? cos there will be some healing spells.
I've never played a DA game that had spells that were for anything other than before, after and during combat.

With mages now able to repair certain bridges, there's officially more magic being used for things outside of combat in this game than there has been in the previous two.

I don't know if you were referring to debuffs and crowd control, but those spells seem to have been combined with elemental magic as side effects with a % chance of occurring. I haven't seen any indication of sustained abilities, so it is possible that these have been replaced by passives or upgrades that grant attribute bonuses. So yes, technically the system has been simplified in some ways from what we saw in DA:O, and even DA2. There are, however, more complex aspects, such as the need for buffs to mitigate damage since we apparently will not have a basic healing spell. I'd call it a mixed bag until we have a full spell list to examine.

Most likely Earth/Rock magic will be more defensive based, so that is probably what my Inq will use along with a bit of fire.... I like to burn things from time to time.... @_@
