Hi all I could use some help

 

I'm trying to make a water fall like in this pic

 

 

 

However I'm having a hard time. I know they tried to show how to do it but I guess I just don't know how to work with the tileset like I should.

 

I can highlight all the squares in blue like the first pic but that is as far as I can get.
