The way to think of this is:
The three factions are the most organized and intrinsic to the plot of the Inquisition (not necessarily the same as the plot of the Inquisitor it is important to note). They are political factions working against the Inquisition, no matter what options you take.
Everything else: random bears, darkspawn, ogres are all standard enemies that aren't organized enough to be a faction.
Possible enemy factions: Orliasan civil war sides, Wardens, dwarves are all factions that are not necessarily enemies, thus they don't feature in MP.
The amount of possible enemies is no doubt much greater than in Origins, its only the organized factions that are present in DAMP.

Venatori
Demons
Darkspawn
Bandits
Wildlife
Regular templars
Mages
and depending on our choices
Creature factions aren't something new in games, even without multiplayer. I think the factions that DAMP uses are supposed to be the direct antagonist factions, those which oppose the Inquisition. Bears and Wolves aren't plotting at some end of Thedas to bring down our organization. At least I hope not.
In addition to Venatori, Red Templar and Demons we've seen:
Regular Templars
Mages
Undead (? Only one type so far I think)
Dragonkin
Predators (Bears, wolves and Trolls)
Prey (Nugs, Fennec, etc)
Avvar
Did I miss any?
People get attacked by Mountain Lions and Bears all the time out here. So I don't know what planet you hail from.
Giants/trolls, golems, wardens, spiders, darkspawn, wyverns.
Well, I must admit that I'm worried about the strange absence of Abominations, Revenants and Arcane Horrors.
They'll probably appear, though.
