For me, it has to be Arl Howe. Probably one of the most despicable characters I've ever seen. When you're a human noble and he talks about how he made your mom kiss his feet before he killed her, that makes the fight against him personal to me. I'll put the group on hold and then fight him solo because I want to kill him myself or I have to reload! I love it when I'm a warrior or rogue and I cut his head off!

Duncan and Loghain both are doing what they're doing because they see it as the only way to save Fereldan. The difference being Duncan's right and Loghain erred.
Howe is doing what HE does because he's a self-serving toady who is willing to let the entire world burn as long as he burns last. There's no redeeming reason or quality to his actions. Nothing at all justifies what he does to the Couslands, or hiring the Crows, or any of the other atrocities he commits.

I was surprised I didnt get a lot of votes for Loghain. I see why, though. He really is a hero albiet a misguided one. And if you take him into the party, he really seems like he wants to redeem himself and admits he was wrong about you.
To the one who said Cammen, I dont like him either. He seems kind of weak. You're confusing Cammen with Ser Cauthrien (Loghain's #1 fangirl). Cammen is the young Dalish hunter who's having problems getting the girl of his dreams, while Ser Cauthrien is Loghain's #1 fangirl.

Loghain and Ser Cuthrien are understandable, even if their actions are awful. They're taking Utilitarianism a bit too far, with a healthy dollops of self-deceit.
Howe? I only regret not being able to kick him as he lay dying.
But Vaughn wins the day for the character I hate the most. I've played the City Elf origin twice now, and the second time I still found myself clenching my hands in anger.
"Did you kill them?" "Like dogs." "Good." will remain one of the most powerful exchanges in the game in my mind.

Arl Howe is my number one pick.. more so when playing the human noble story. And as sad as it may be since I fail to remember his name but the Arl of Denerims son? Just played through the City Elf story line and though I don't know if there was another option I killed him where he stood that's for sure.

Oh and then locking your daughter up in the tower afterwards... yeah didn't mean to do that just like I'm sure she didn't mean to back stab me.

I wished his family was evil so I'd have an excuse to ... if only Isolde was his wife, and Anora their daughter, and then throw in Conner for good measure... and then if there was an option to kill Anora as well. If this was like BG2 where you could choose to kill pretty much anyone... then I'd be fun. Note to self: look for a mod that allows killing any npc in the game.

In order (hating most to least): Vaughn, Howe, Bhelen. I also loathe Loghain, Isolde, and Anora - but I don't really hate them like my top three.
