Given that the only unannounced remaining LI is almost certainly going to be a woman, I highly doubt this. Also I find Josephine to be the most attractive announced LI, and more physically attractive than Vivienne (who is my best guess for the remaining one) so I wouldn't mind too much even were this the case

We have no evidence to suggest that the final love interest MUST be a woman.
If Vivienne is romanceable, she is most likely gated to humans only. Granted, both of those are assumptions. As I pointed out, she might not even be the final love interest.
If Cassandra is also race-gated to humans only, this hypothetical situation leaves non-human straight males with one option.
Personally, I have no interest in Josephine. I don't hate her, but I don't find her particularly interesting at the moment. She seems a bit too Mary Sueish for my tastes, based on what we've heard about her. She's physically attractive, yes, but that's not enough for me (in a game or in real life).
The developers and Josephine's actress (Allegra Clark) keep praising her, but we haven't SEEN anything worthy of praise yet. I'm not sold on the idea of romancing her.
If BioWare means for anyone's "choices" to be either romancing Josephine or not romancing her, then the developers have some really skewed priorities.
Hopefully, this is all just wild speculation and Cassandra (and/or Vivienne) will NOT be race-gated.

I wouldn't worry. Bioware has previously said that all combinations of PC race/sexuality will have at least two options. Thus, they will get a choice. So if Cass is race-gated (which I suspect she might be), then straight dudes will likely have a non-gated Vivienne as well, giving them a choice between either her or Josie.
I'm personally thinking the last LI is Vivienne. Ungated or human only.
I don't think bigotry will be the justification for race-gating.
Oh, someone needs to replay BG2, hahaha.
Then again, Viconia was pretty evil anyway.

This is my guess as well.
I honestly think if any of the already confirmed options were race gated they would of said so when they were announced instead of waiting months later to say oh yeah they are race gated, also explains why they took so long to start announcing the final two, they announced Solas being both a romance option and race gated so that leads me to believe they would of done the same if it was any of the confirmed ones so to me that says its the last one that will be race gated also.

That's only a flaw if you put her in a combat situation. Like not knowing how to play the violin is a flaw only if you're in a violin recital or some such.
Which isn't to say that I think Josephine is a mary-sue, I think it's too early to say that with any degree of certainty. But things like Cassandra's anger management issues and Iron Bull's over indulgences are flaws any way you slice them.
I do still like Josephine, though.
Anyway, topic at hand. While there's no certainty on the subject, I personally believe the remaining LI will be a woman, which would mean it would have to be Vivienne. Whether or not she'll be race gated as opposed to Cassandra, I don't know.
Honestly I was surprised to learn that Solas was straight. I was sure the remaining LI's would both be bisexual.

I feel too, that Blackwall will be the least likely to be an LI, as that will give straight females a tad too many options over the others. If he is, Blackwall will certainly be Bi, and Cullen race-gated to equalize things out.
If Viv is straight, likely she will be race-gated. Should she be bisexual, then either Cass or Sera will be the one race-gated. And that will be a darn, as Sera will bear a highly chance than Cass, seeing as females already have Solas.
