Well, let me try to explain the situation as best I possibly can:

PC, Playstation 3, Playstation 4, XBOX 360 and XBOX ONE are all unique platforms. And if you buy "Dragon Age: Inquisition" on one platform and later want to play on another you have to BUY the game again on that platform.

Now onto the tricky part: if you also get Deluxe Edition DLC's they will abide by the same rules; to get the DLC "fluff" on your "next" platform you must buy the SAME package there. Why this is a "tricky" question is because THERE is a bypass if you play on PC. And everyone can calm down, I'll not give the suggestion you all think I'll give, so please just relax... with Gibbed's (hopefully made for DA:I) savegame editor you can edit your SAVEGAME to "include" all things shipped WITH the game you buy, and as a good side-effect lots fluffy items/bonuses can be given to you this way (works for Mass Effect 2 and 3).

Regarding save game porting between consoles, no, it wont work unless you plan to use Dragon Age Keep, but that only give you a "starting point", anything else and you'll have to hope Gibbed makes a savegame editor for DA:I becouse (looking on his Borderlands 2 editor) that will probably support cross-saving transfers for PC/XBOX 360/XBOX ONE.

However, in your case my advice is this: if you can play DA:I on PC get it there for FUTURE mods and save game editing. Consoles is a terrible alternative with bricking and self destruction if a mosquito farts in the wrong octave. If you however MUST get a console avoid to support Microsoft (it's a terrible company) and get DA:I on PS4 (the PS4 is also technically a superior machine over XBOX ONE even if reviewers and game companies are forced to "lie" in Microsofts defence: XBOX ONE is sub-par compared to PS4... period!
