It was my understanding that to achieve real power, you needed to be both a noble and a mage. Non-noble mages are best compared to the Outer Party in 1984, and nobly born muggles... I'm not sure what happens there. Probably they go into the higher ranks of the Templars or hold other relatively nice (meaning nice relative to what other muggles can be) jobs. I certainly don't think they're enslaved: we do know that there is a freedman class in Tevinter and it only stands to reason the Tevinter nobles would want their non-mage relatives to at least be free men and women.

The Tevinter wizards we met in Origins and Danarius, himself, had a bunch of flunkies around them. I wouldn't be surprised if non-magic-using noble Tevinter take up jobs working for the magic-using ones.

Nobility itself is not a concept in Tevinter, they have classes, and two of them could be considered "nobility", but only for mages. The Altus descend from the original Dreamers and they tend to be on top, so they would be what we would call "real nobles". Laetans are the non-Altus mages. They have political rights and a lot of prestige, but they have to work much harder to get some real power. Nevertheless, a third of the Archons in the history of Tevinter have been Laetans.
As for the Tevinter 'squibs', who knows. According to WoT, when a mage is born into a Soporati (non-mage yet non-slave class) family, that family is given entrance into the ranks of the Laetans, so it seems non-mages can achieve nobility through being closely related to mages. However, given what we know of Dorian's character profile, Tevinter society gives a lot of importance to appearances, so I'm sure any non-mage born into a mage family will be considered a shame.

The similarities are disturbing, aren't they? Current Tevinter is what would happen if people like the Malfoys ruled a country. But it could be worse; Old Tevinter looks like Voldemort's dream come true.
