I have to listen to the video again but it sounds like that the KEEP is an APP that will be released for everything. (At least that was what it sounded like from the way the guy was saying it) And I don't see why you couldn't do it online. I could change my banner for my ME3 accounts online for my consoles so I imagine you could.

 
The Keep is a website, not an app.  You should be able to use it on the PC without issue.

I expect we'll just have to input our choices manually.


This will need to be done whether your heroes are present on the BSN or not. Having your heroes uploaded will allow you to select them in the Keep, but there is no direct importing of savegame plot data at this time. Choices will need to be set by either using the interactive movie, accepting the defaults, or selecting them yourself in the Tapestry.

Selecting a hero in the Keep sets the race, class, and Origin of your Hawke/Warden. Having your own custom heroes lets you also show the portrait, name, and other data specific to them.

Having a (e.g.) Mage or Male Dwarf Noble may allow some specific tiles to be chosen in the Keep without causing a conflict, but it would not matter for importing purposes whether it was a custom hero or a default one. One of the goals of the Keep is that you can import a world state you may not have played yourself in DA:O or DA2, so custom and default heroes are treated equally in that respect.

Is it possible to run the ISS after setting the major decisions in the Tapestry?


Yes.

The ISS runs when you first log in, and lets you set major choices. Once you're in the tapestry, you should be able to run it again at any time.

If all you care about is major choices, the ISS should be all you need. If you want to tweak every side-plot, you might want to jump right into the Tapestry and edit the world state that way.
