some Bioware tweet mentioned back in february or march, that next mass effect game was already in playable state, so wouldn't that mean it was close to pre-alpha but now it seems to be closer to concept stage and still years away from completion

No, because often they'll make a sort of sandbox playground simulator (often referred to as the vertical slice) which has rudimentary graphics, some basic functions and features, etc. just to give management and the team an idea of what they are working on and what they should go for. This is what was presented back in December, if I remember right. The game is much further along than they've lead us to believe, since the project director, Yanick Roy, had said back in the spring that the game was halfway through development. They're just holding off further announcements until DAI comes out. Except a info dump in late 2014/early 2015

Bioware only really pimps 1 game at a time. DAI is coming out later than originally planned so the new ME will start getting pimped at a later time.

"Playable* is a funny term. It it could mean you have a character running around in the game engine interacting with stuff. It could also mean a heck of a lot more. I would imagine that setting up all of the voice actors with changes to scripts, edits and actually building a story into that engine is a monumental task.
They are being intentionally vague for salesmanship purposes - get fans focused on DAI while they steam ahead on ME: Next.

They do it that way to spark intrigue and at the same time they can focus on DA. If DA is a big success it builds on the intrigue and suspense, we'll get some info soon after I'm guessing late 2015 we'll have the game in our consoles. (Fingers crossed)

As others have said, "playable" is an incredibly ambiguous term.
Given that Bioware is using a pre-built engine, they likely didn't need to do very much to get to a "playable" state. That could easily mean the devs just had a blank character running around in third person with weapon that just barely passes as usable in a textureless environment. They could have had other core features in (power menu, etc.) but they wouldn't be finalized and merely existed to make sure the system could potentially work.
Rest assured that the game development cycle is far less linear than it seems to be. Generally speaking, game devs need to make a decent-looking prototype called a vertical slice which shows off some of the more prominent features of the game to impress the investors. From there, they can back track a bit to build new systems and rebuild the ones that were no doubt sloppily put together for a presentation.

If you forget TOR that is. I always like to remember that all Mass Effect and Dragon Age games were announced before the the one from the other franchise was released. DAI was announced before ME3 for example.
That said, I don't believe NME will be announce this year, the VGA(X)(?) might be a last good place though, but I thought it was very weak last year. I'm confident will see something on the N7 day though, something like E3 and Comic Con.

I'm betting it'll be announced on N7 day and will have a massive info dump with VGX being the lastet they'll announce it.
