RETRAIN POWERS: Likely the answer to the fabled "respec" question. At some point in the game, not sure when where or how, the upgrade called RETRAIN POWERS, becomes available. Just from the RETRAIN and POWERS bit it sound like this is a repec option, but seeing as how it is in the upgrades menu it most likely costs resources, now the question is does it only respec you or all the squadmates you have thus far.
