Let's look at the possibilities here:

The bolded options (Straight Vivienne, Lesbian Vivienne, Gay Blackwall) would be the "fairest" options, since no ONE group is higher than the other three groups. However, the italicized and enlarged option (Bisexual Vivienne) maximizes the number of choices for three groups (straight men, lesbians, and straight women), with each having three options each. This means that no one loses an option (in this case, Vivienne) that they might otherwise have because of Vivienne's sexuality.
A lesbian Vivienne means that all men (straight and gay) lose out in numbers. A gay Blackwall means that straight men and lesbians only have one companion romance while gay men have three companion romances. A straight Vivienne means that all homosexual people (lesbians and gay men) lose out in numbers.
A bisexual Vivienne is the best option for the most number of people. Yes, I'm biased being a straight man, but the math does not lie. Granted, my criteria of "fairness" might not be the same as BioWare's criteria of "fairness". Furthermore, they might not be considering companion and advisor romances separately.

At this point I'm leaning towards a bisexual Blackwall who is race gated against humans (if I need to come up with a reason for that, let's say that the human PC reminds him of his son or daughter who died in a fire shortly before he became a Warden). That way the race gating is settled which makes me happy, and gay men and straight or bi women have an extra LI option, which makes others happy. Win win. Except for the people who lose, I guess...
