I'm not receiving the second wave of emails to catch up with squad members, not even after I went to the arena. Finished the game so I can't do any more missions and there's literally nothing left to do but throw the party but I'm using a new LI this time so it defeats the purpose of even going through it all again if I can't do the catch up.
Any help would be appreciated.

This! There are some "hidden" encounters (like Kasumi, Joker and Wrex -- all of those named take place in the Casino)
Afaik you don't receive the next batch until all possible previous encounters are done.
I did the hidden meet ups and still couldn't get it restarted from an earlier save point and it kicked in. Thanks for the help guys.
I believe the party should count as a mission, so try that. I never save the main Citadel mission for last partially for this reason, and also because I want the guns and mods almost as soon as possible. I usually do the Dreadnaught (to get Tali) and then Consensus (for the upgrades) and then the Citadel mission (for the guns and mods). After that, the meet ups flow in as I do various missions.
I had to go from the Citadel back to Normandy at one point to get the next set of e-mails.
I do it last to end each play through on a melancholy note. I tried going back to the Normandy first as well, no dice.
No big drama anyway I got where I needed to be thanks again. 
I usually do the main part of Citadel as soon as it comes available (although sometimes I'll grab Tali then do it). This way I get the weapons, mods as fast as possible. It also opens up the Arena.
But as to the Party I save it to last before Cerberus HQ, but I save a couple of N7 missions, like Ontarom and Cyone, just in case I missed some meet-ups.
I've never had any issues with it before luckily I had a save spot that wasn't too far back. Been having problems with saves lately on my 360 it takes me back to the earliest manual save point instead of the latest auto save. So I try not to make many.
I think throwing the party is an option? I suppose the e mails should unlock after the party?
