I know that it imports your saves over and you have to repick all your choices, so I was wondering could I just go through the character creater and design a warden, save And just do the rest in the keep? Or will I have to use a completed warden for full effect?

All importing a save into the keep does is pre chooses, race, gender, origin story etc. None of the actual choices are carried over into keep from the saves at the moment. There is no actual character creator in game, we do not know how we will customize say Hawke when he/she returns in Da I

So my approve solution would work? I'm saying that because I lost all the dragon age origins data. So I can just start a playthourgh on origins, save, and use that in the keep and get the same effects as everyone else?

Yes, you can create a warden or hawke just to upload his/her avatar pic.

But what is the real difference if you do this over just picking your race, class and background in the Keep itself? The only difference is that you may now have a png image of your character from Origins and that is pretty much it.
