who here plays legend of zelda? in majora's mask i am trying to get the heart piece in town shooting gallery but its just too much...
is anyone of known of a cheat or something to slow down the octoroks that come out of the water? is there a cheat i can use to slow down time on all mini games that have timers? i am not talking about the game day and night time i mean that slows down mini game timers. so? know of a cheat?
"up, up, down, down, left, right, left, right, B, A, start."
i have heard this is the cheat but i don't know how to enter it so can someone tell me?

I'm a speedrunner of LoZ, but only for OoT and SS.  However, I've seen quite a few Majora's Mask runs and know the mechanics well enough to answer your question.  This is a great website for people looking for glitches and bugs in the game.  Check the drop-down menus on the left, particularly in Techniques, to learn various glitches.

 

I should tell you that the cheat you speak of isn't a valid cheat.  Someone was likely just messing with you.  ;)  There is also no way to slow the octoroks in the Shooting Gallery, nor stop the timer.  The best way to handle the minigame is to memorize the pattern of the octoroks and ensure that you hit them in the most efficient order possible.  Here is a video of a great MM runner doing a 100% speedrun.  If you don't want to watch a 5 hour+ video, skip to 51:13.  That's when the runner begins the Shooting Gallery minigame.

I'm not aware of any Zelda cheats (not counting glitches) outside of those... what were they called, Game Genies? Heh that press L to fly was fun...
