If the Elder One speaks then I'm guessing it will be telepathic.
It would explain how the Elder One influence people despite being trapped in the Fade the entire time.
Also if the Elder One was trapped in the Black City it would also explain how he manage to communicate to the Magistors and make them go to the Golden City to free him while pretending to be Dumat.

Personal theory:
Aside from a possible Maker, the distinction between spirits and gods is that of human worship, and active involvement in the mortal world. So a spirit is not asked for help, nor does it supply any.
This 'Elder One' is a spirit who sees an opportunity to become a god, and that's what he's after.
Motivation would be his worshipers would visit his portion of the Fade while he sleeps, increasing his power, and allowing him involvement in the mortal world, possibly even people sacrificing others so he can possess another's form. Such as a dragon's.

The Elder One needs to hold periodic war council throughout the game with his field commanders and agents.
Maybe have him remark on how they keep disappearing.
And at some point the Inquisitor puts on a cheesy disguise to infiltrate his lair.

Well, we basically have two categories of being that the Elder One could be.
Something that's already incredibly powerful but is not in position to directly perform many actions, or something of lesser power that is in the middle of building up greater power and in some sense mirrors the Inquisitor. But with a headstart.

As i ponder the Elder One i'm reminded of my prior thoughts on how i was wondering he would be defeated and die.
Last time i was remarking on how he might be indirectly killed, with the Inquisitor enabling his death.
Mmm maybe his mana stores deplete fighting the Inquisitor and he is helpless to prevent his own destruction, or something akin to be weakened or fatigued enough to be easily dispatched.
Sort of like General Borcuse during the siege of Krisna; early during the battle his Heavy Golem suffers a minor hit to it's right leg when he is tackled from behind and that ends up costing him the battle when the joint literally gives out when he is attempting to avoid an attack and it leaves him incapable of maneuvering out of the way.

Pretty much how The Elder One's council would be like. His underlings pointing out the flaws in The Elder One's plans and he in turn tells them it only failed due to their incompetence. Refusing any blame.

Well, if I were to continue being semi-dramatic, I would propose a theory that what we have in action is a "Multiple-Choice Prophecy".
That is to say, we have a Prophecy that can end in several different ways and be fulfilled by several different people.
Let's say we have the prophecy of the rise of an individual, who has walked the Fade and been touched by divine power, who will gather to him an organization of hunters and tame even Dragons into their service, and they shall change the world and perhaps even claim proper divinity.
Now, while there aren't many people who can fit those traits, there could still be mulltiple individuals who potentially could.

Well, I just noticed that there can be parallels between your faction and the potential opposition.
You have the Inquisition, from which the Seekers desend, and the enemy has the Venatori, which translates as "Hunters". Somehow those themes seem to mirror one another.
If someone like Corypheus ends up being the villain, then both the Protagonist and Antagonist would have physically walked the Fade and been touched by Divine power, though obviously in very different ways.
Various concept art has shown us taming dragons, and some people have certainly theorized that our enemy has pet dragons too.
So. I think both factions are going to sort of mirror one another, and we'll probably going to have to work to catch up in power and influence while our opponent is likely going to be playing politics and increasing their power in their own way.
