I think the hypothesis I had about the Elder One being something in the Black City may be closer than I had expected because that "shadowy figure" is either his servent or is the Elder One.

 

However, this mostly support one of my hypothesis that everything began in the Black City and the Darkspawns were only the beginning....

I think you miss understood what is written, it's Cullen who is commanding the Inquisitions military forces.
