When am I able to go get him? On my map, it's there, but I can't seem to visit it?

Any information on how to start this or Warden's Keep would be appreciated. Or when i can start them? Can I do them before I head to Loethering?

Not sure on Shale, but I am certain you cannot do the Keep until after Loethering. That is when the quest giver when be available.

You need to pass through Lothering and wake up from a nightmare in the party camp before you can access Warden's Peak or The Stone Prisoner.
