She hasn't even presented a single plan that places restrictions upon mages. Evidently, either she doesn't have one yet or she is not interested in doing so.

Anders escaped 16 times but because he was not blood mage he was not killed. In Kirkwall apostates are made tranquil if they escape from circle.

Also, Allain, Ellia and Idunna come to mind as apostates that weren't made Tranquil; two of them were even blood mages.
