The Chantry and the Templars have no leader at the moment, might as well keep the mages down low as well.

If the Chantry and Templars are going to be fractured and leaderless, without any input from the player, I don't see why the mages should present a unified front. After all, the incident at the Temple of Sacred Ashes is supposed to shatter all the factions into several more factions. That include the mages.
