But that is already what happens. The Circles are independent.

No, they are under full control of the chantry. They are hardly independent but that's not even what autonomy means. The circles will be like a nation, they will make their own money from various ways such as enchantment and general magic services. They will choose how to live inside circles. For example (really just an example lol) if they decide t have a dance party in the circles the Templars cannot do anything about AS LONG AS its confined within the circle.

That was my reaction when the college of enchanters was disbanded for merely proposing and discussing the idea of autonomy in circles. That's when I fully realized I hope for a peaceful change is gone.

Irrelevant. He did what he planned and it was because of how the circle was annulled that all mages were angry at Templars so they decided to rebel.

The scar will be forever felt on Thedas and the message sent, The templars and chantry are not as strong as they claim and they can be defied.

No the Mages didn't rebel until after the events at White Spire.

Lulz. You do know that morally correct means you think it aligns with what you think is moral? You think the mages deserve more freedom, therefore you think a mage war to achieve that is morally correct, because it allows for that freedom. But do go on, I can sense the anger in you.
