Well apparently modeling long hair is an arduous process that no one could possibly complete, let alone a hapless mega-corporation! Especially considering every game company from Japan has had it in like every game ever made even the 2d sprite ones.

 

Honestly I saw some concept art of her with like longer silvery hair it was like whoa.

Those characters also do not change outfits repeatedly, and are rarely customizable. 

 

Those two things kind of make animating long hair a very arduous task.

 

On a side note, it's not hard to do anything with 2d sprites...

Nova looks a bit strange in SC2, something is off there. Also I have a weakness for redheads. Shame that the pre-Queen of Blades version of Kerrigan is showed only in two cutscenes.
