Wil non-imported new characters be penalized/at a serious disadvantage?

Okay, so I've got 2 characters that I'm planning on importing: a badass Renegade ManShep Soldier and a hybrid Para/Ren FemShep Infiltrator assassin. I figure I'll probably romance Miranda with my Soldier and Garrus or Thane with my Infiltrator... but I also love Tali and with a romance confirmed I want to be able to pursue her as well. The problem is I just can't see my no-nonsense Soldier being into the "cute geek girl".

I figure an Engineer or a Sentinel would be much more appropriate for a Talimance, but I don't have the time to (and really don't want to, frankly) create an entirely new character and play all the way through ME1 again. I'm aware that you can change your class at the start of ME2 but you can't change your alignment and the idea of a gruff Renegade pursuing Tali doesn't mesh well with me either. So my only real option is to create a new character in ME2.

I know that you can sort of pick and choose which major descisions your character made in the previous chapter, but what about minor choices? For example, if I create a new character, what happens to Fist? Or Shiala? Or Balak? Do you get to select whether or not you gave Tali the geth data? And if not, what are the default "canon" choices that are forced on you?

Just switch classes when you import. My Renegade's going to be pursuing Tali, most likely. Although, he's not really gruff. Just, I dunno, play differently. Turn over a new leaf after your "rebuilding."

If you ask me, the penalty for not importing is absolutely massive. You miss out on a lot of dialogue and history that is a result of carrying over save data, not to mention the loss of bonuses. And the forced Canon story is a big penalty too

You DO NOT get to affect any minor choices at all.

Honestly it's not that detrimental. I finished a playthrough with my imported character already and just started a new one fresh off.

Unless all you care about is your specific backstory, the gameplay is the same and all the other characters treat you basically the same.

Granted, playing through your own profile is probably more rewarding as you get attached to the character, but in terms of importing, these files should work exactly the same.
