Josephine isn't companion and I don't expect such romance to be as good and satisfactory as companion romance, for the very reason that no one would prefer long distance relationship over close one. Maybe she is going to be the fictional character you could fall for, but the fact that you would always prefer her to be companion says it all.

I do have to point out, along with so many others who already pointed this out, that the Mass Effect series really screwed over LI options for hetero fem Shep. Hetero male/Lesbian shep had numerous options. It was *very* skewed.
I don't believe that the DA writers sat down and hashed out romances with that in mind. But I do believe that after they took a step back and reviewed the characters they wanted, they justified their decisions based on story reasons. And as an afterthought, I'm sure at least one dev shrugged and said, "Well, this makes up for Mass Effect."
Sure, it's a different team that works on Mass Effect. But all of these games are distributed by the same company. The devs' agenda was strictly to create a good story. The company's agenda is to appeal to numerous demographics.
My point is that these romances weren't designed with the intent to be hurtful or unfair. They were designed with the intent to kick our emotions around, making us more invested in a believable cast of characters.
I can't romance Solas or Cullen with a Qunari of either gender. It hurts a little. I'm glad it hurts. That means I'm already invested in these storybook characters and I haven't even touched the game.

The extra romances are race-gated and probably highly plot-sensitive. You can't really count them as "whole" as you do the core romances since they are restricted by race. I'm sure they are fleshed out but they are conditioned.

They're trying to tell a story.
Though apart of the minimum for the sake of giving everyone an option, it's a story of two straight men and their straight relationships...
Maybe more diversity in writing room could bring some broader perspective.
