Will the cerberus network and pre-order armour/weapon be available for all accounts on the same harddrive for xbox360 since it is only a single use code?

It's safe to assume so. That is exactly how it worked for Dragon Age. My wife an I have separate XBox (and bioware) accounts. I downloaded the DLC on my account, and her account had no problem using it.
