My Warden didn't care about the issue but he wanted the mages to help him fight the Darkspawn. My Hawke eventually sided with the mages, mostly because his sister was part of the circle and he was fulfilling the last wish of his late friend. My Inquisitor is undecided and wants to hear what both sides want before making a decision.

If I can't figure out a peace, I'll be siding with the Mages. You can choose not to be a Templar, you cannot choose not to be a Mage (emotionless Tranquil notwithstanding). Ideally, the Circles would still exist, but they'd be schools that teach how to use magic safely and responsibly, and not prisons.

I was under the impression that you weren't allowed to leave the Circle Towers until you were a certain level of seniority, and even then only on Circle business? Not to mention that if two mages have a child (which is heavily discouraged), the child is sent away to a different Circle so they don't develop a strong bond.
It's basically an even more dark and rigid version of the prequel era Jedi Order.

they leave out the bits where regular peasants don't have it any better, and lack the education and protection afforded by the Circle

Finn in "Witch Hunt" was obviously a young man and he left because he felt like helping the Warden.
It seems the quality needed to earn more freedom is to be trustworthy.
Also, Rhys remakrs that they used to be allowed to visit Val-Royeaux to buy personal effects.

Even in the Mage origin you can ask the templars and Gregoir if you can go out and I'm pretty sure it's implied you simply need permission. Gregoir simply says it will happen later. It's never a "YOU CAN NEVER LEAVE" issue.

Nah, such things were definitely allowed. They can leave if they prove themselves enough. And the trips outside were stopped because someone, *cough*Anders*cough*, is an idiot.

Exactly. The higher ups decide when you can leave. And these higher ups are a part of the Circle, not the Templars.

Templars all the way. Reducing the restrictions on mages would be too big of a risk. Too many crazy mages like Anders out there.

Emptying the tower out with any mage who can cast a fireball is a little different than sending a few mages out into the world, especially when so many had already left for Ostagar. Even then, Greagoir and the First Enchanter are more equals than one superseding the other in power.
