Yes he allowed it, he didn't have to. If he had said sorry Wynne, you have to stay and help, the first enchanter would not have been able to do anything about it.Except in the exact opposite of that situation he still allows it, even when Wynne would likely been far more useful back at the circle.

I never understood why there was so much emphasis on vigilantly watching mages. It's not as though abominations are inconspicuous. Demonic possession is a disease with an exceedingly brief incubation period and VERY obvious symptoms. Just seek-out and quarantine the infected instead of imprisoning entire high-risk populations, while entirely ignoring others (e.g. red lyrium aficionados).

So is thirst for control . Therefor the Templar should be put in a circle like and watched by normal folk .
I didn't realize we were discussing the first enchanter was dead. He was never dead in any of my PTs. Still stand by my comments. The circle is not independent of the chantry like they say in DAO. Gregor would have the final say even with the first enchanter alive.
In the scenario were discussing Knight Commander Gregoir assumes command after the circle was annulled, he still allowed Wynne to accompany the Warden even when he did state she would be more of use at the circle.
He did this because she was a senior enchanter and trusted to leave the circle to fight the blight, even though he could have insisted or ordered otherwise.
And your comments are incorrect, Gregoir even admits as such: The Templars guard and advise but the first enchanter has final say.
