She was a child by all accounts, Xil. I don't know where you cut the mark off at, but anything in the early teens a "little girl," to me. Of course going by game model limitations to draw your conclusions is foolish enough.
Child or no, she was a non-combatant whose only "crime" was surrendering to the Templars out of fear... and because of this, Anders wanted her dead.

Doesn't Thedas have the age majority at 16 or something? I'd have pegged her as... well, around 15, so possibly a child technically, but by no means a "little girl."

Even when I was an Anders fan I had enough sense to realize he was completely in the wrong with that.
It's not that Anders was right to do it, it's that Anders didn't do it.
