IIRC u have to import to do that (not give whiskey and still romance him), he is easier to romance for import Shepards, need to check for accuracy though

I believe you still can as long as you tried to keep your chemistry with him at a good line. Being mean to him on Mars could hurt the option for a non-import Shep more than an imported Shepard.

Also, make sure you talk to him in the Commons. He sends you an email to meet him.
