There's something here you haven't all realized.
The Chantry leadership is dead. The Chantry has fallen.
What exists now are many Chantries with no unified leadership, nor likely any of the people high enough to properly elect new leaders.They're going to need to rebuild either way, and I think the Herald of Andraste could manage to fill that power vacuum to serve whatever purpose they desire.
Even if the Chantry falls, people are still going to be Andrastians. Their beliefs will still permeate society, and people will still have good reason to fear mages.
Personally, my preference would be to build a new Chantry into what it should have been since the beginning. Everything has fallen apart, so it's just about time to put it all back together properly.

Nope.
The Divine from what has been gleamed is usually a grand cleric and has the support of the majority of other grand clerics.
Aka the majority of the Chantry's leaderships is quite alive considering every Nation or City State has those, plenty of potential Divines to replace Justinia.
