Now we saw there was a great degree of custimization in Dragon Age Inquisition possibly more then any before, however anytime they show a Qunari Inquisitor they always have the same set of horns. Does that mean we won't be able to change them to something like Iron Bulls? The Arishock's from DA II? Or Hornless like Sten from Origins?

They've confirmed hornless is an option. I don't know how many horn options there are aside from that.

There will be different kinds of horns and we will also be able to be hornless like Sten. Don't know if we'll be able to have Iron Bull's or Arishok's horns, but they have said that we'll be able to change it.

I don't think iron Bull's horns will be an option because he has a fairly unique model. He's bigger than other Qunari too.

 

There is precedent : in Origins we couldn't get Duncan's beard.

I'm starting to wonder if hair and horns are going to be on the same slider rather than two separate ones.

I may be mistaken about this (I'm not nearly as much of an expert on DA lore as I know many here are) but I think I read once that some Qunari who leave the Qun cut their horns off. Something about it making them more intimidating to other Qunari? If that is the case, I would like to see a horn style that is not completely hornless, but rather the stumps cut off close to the scalp, like Hellboy.

I'd love the stumps, especially for a mage one, even if they weren't raise in the qun their parents may have cut them off a mage qunari kid as a warning to others that their kids a mage.

Hornless Qunari, like Sten, are feared and honored within the Qun and often reach high positions within the Qun.  Feared, because hornless Qunari are taken to be dangerous, or more dangerous than usual.  That's why they shave down the horns of the mages; to let others of the Qun know that the mage is dangerous.
