According to the wiki, the last Irregular quest is called A Change of Leadership. But after finishing the one where you meet all the couriers, when I go to the Denerim quest box, it says 'no quests available'. What's up?
Possibly relevant - I missed the very first quest available from the Lothering inn. It's not just unfinished, I never picked it up. Is that the reason the last quest is not showing up?

You have to do 100% of the previous quest to get the last quest.

Ah, so it is because I missed the first quest. That's unfortunate. Now the Dereliction of Duty quest doesn't make any sense.
