Nope. A circle mage can't use hedge magic, and such magic is maleficarum. The nature of hedge magic has changed since DA:O. 

 

But not after Asunder and World of Thedas, I suppose. Hedge mages are apostates, but WoT and other official sources make a distinction between apostates in general and maleficarum, those who use the fobidden arts, including blood magic. It's more or less what it was said in the codex, back to DA:O.

 

Codex:

"Historically, apostates become such in one of two ways: They are either mages who have escaped from the Circle or mages who were never part of it to begin with. This latter category includes what we tend to refer to as "hedge mages"—those with magical ability out in the hinterlands who follow a different magical tradition than our own. Some of these hedge mages are not even aware of their nature. Undeveloped, their abilities can express themselves in a variety of ways, which the hedge mage might attribute to faith, or will, or to another being entirely (depending on his nature)."

 

WoT:

"Also among the rank of apostates are hedge mages, who are untrained and wield powers developed independent of standard teachings. Hedge mages have been known to possess unusual, sometimes previously unseen abilities. Often their skills may be harmless enough that they are ignored by authorities."

Still, the line blurs to the actual people of Thedas. Morrigan, for example is still considered Maleficar, even if what she does is not so different from Circle Magic. Of course that too could have changed, but as for the point, it it's hedge magic, a circle mage can't learn it, and vice versa.

Even Alistair calls her just "apostate" in their party banter, and WoT has a picture of her in the Magic chapter saying "Morrigan, a hero of the Fifth Blight, is an apostate" right under a text explaining the differences between apostates, maleficarum, hedge mages and blood magic.

When is Morrigan considered a maleficar? Even Alistair calls her just "apostate" in their party banter, and WoT has a picture of her in the Magic chapter saying "Morrigan, a hero of the Fifth Blight, is an apostate" right under a text explaining the differences between apostates, maleficarum, hedge mages and blood magic.

  • Alistair: Anyone. She's maleficar... and rotten to the core. How can he even... this can't be a good idea. She can't be a good influence on him.

I also believe Wynne herself calls Morrigan a "cunning maleficar." Morrigan also brings up that she was called that.

Mm, true, I was only checking Morrigan's dialogue. Alistair never dares to say that to her face, but it seems that talking with others is different. I've checked the other dialogues, however, and it's the only time I see it. Still, you are right, she's been called maleficar.

The rest of it is in dialogue with the Warden, which is something I'll have to see in game again before I can be  absolutely sure.

Morrigan isn't a hedge mage, though. Hedge mages are lacking in proper training, and their magic exhibits itself differently from that of a Circle mage. Saarebas are hedge mages, for example.

That was in response to saying that shape changing was taught by hedge mages. I was saying that's not even possible.
