Mary Sue is a rather nebulous and over used term, but it can usually be reasonably applied to characters who get too much attention from the writers, they can have plot dependent powers, they are always "unique" in some regard, and they usually are not constrained by the lore
So just about every main character/plot important character ever?
Mary Sues are generally used to describe self-insert characters in fanfiction or original characters in fanfiction who are overly perfect. It isn't really a term that should be used to describe a character created by developers. People like to misuse the term, often to describe female characters they just don't like.

She's damsel in distress cardboard, then wanna be badass cardboard, then trying to be your support cardboard.
LOL I still think her being the shadowbroker was the most forced way to make her relevant possible and the saddest thing was it was completely unnecessary. Her being an archeologist that studied the Protheans was more than enough justification for decent relevance in all three games.

However, I wasn't aware that being a Grey Warden qualified you for being the most powerful magi alive.

Regardless, you have to look at the list of Fiona' life and think "this is getting ridiculous"
It's both actually. I prefer Gary Stu over Marty Sue tho.
And Harry Potter is just as annoying as any other Mary Sue. Just because he's a guy that doesn't spare him the hate.
