Why can't we play as a city elf?

I can see how it could fit in story-wise, we could be part of a mercenary group like the dwarf starting story. 

 

The Dalish seem so self-centered to me, after reading Masked Empire, if i play an elf i'd rather it be a city elf. Especially if Briala is in the game, i dunno if she is or not but i think so.

You can't play as a Qun following Qunari, nor a non-serface Dwarf. Or even as a human peasant.
Limits have to be in place for narrative to work, or you might as well start arguing that you want to play as a nug.

They probably couldn't find a good excuse as to why a city elf would be there at the beginning of the game.

You can't play as a Qun following Qunari, nor a non-serface Dwarf. Or even as a human peasant.
Limits have to be in place for narrative to work, or you might as well start arguing that you want to play as a nug.

Maybe i want to play as a nug  :P

Most likely because a city elf is a background that is very limited in how it effects the world around the player. Beyond being low class it really doesnt present much, versus a dalish elf who has an entire culture surrounded by mystery that can add to the players experience in a much bigger way.

City elves are my favorite. I wanted to play as an elf, but I also want to play as an Andrastian. I was trying to avoid playing a human at all costs, because you had to be a human in DA2, and I find humans incredibly boring. Ehh. Looks like I'll be playing as a carta dwarf who somehow follows the Chantry. Go figure.

Yes there is, it's called the Word Budget, to include City Elf and have it referenced in game requires a portion of the Word Budget, that would take away from everything else to balance it out, the choice was made that the more interesting use of the Elf side of the Word Budget would be for Dalish this game, perhaps in a future game they will decide City Elf is the better use. 

 

Bioware does not have infinite Budget to make the game in, and the writing is not free, nor are the voice actors, every scene costs money, doing every scene for a different background/race also costs money. Heck even just a different surname if it is said, likely costs money!

What makes elfs so special? Why should there be two of them over any other race? Why not peasant human as well as Nobel Human? Why not add in Nobal Dwarf? And why can't you have a Qun following Qunari? The writers could make it work, they just choose not to go down that road, for that way lies madness and the ice-cream mines.
But you see how quickly things get out of hand on a development front? There just isn't enough time, space, energy or will to carter to everyone's silly and petty desires.
Frankly speaking, while I loath the Dailish (and all elfs really) myself, they are the more interesting branch of elfs. City Elfs are just pointed eared human peasants after all.
DA:I is not DA:O nor should it really try to be. It doesn't need to give you the same options.

I'm an Elf fan and I still liked this post because while I disagree with your view on city elfs, I think both Dalish and City make for interesting stories to tell, I look forward to a game where we might explore what it is like to be a city elf. A  underclass in human society, in a way that I don't think Origins was able, I do agree that Bioware can't nor should try, tell all the possible stories in a single game, nor devote the resources to trying.

One issue with both human peasants and city elves is that they wouldn't have arms training. You would have to make them part of a mercenary band or something similar if you wanted to use that sort of background.

City elves are my favorite. I wanted to play as an elf, but I also want to play as an Andrastian. I don't think it's too much of a stretch to play an Andrastian surface dwarf, especially if their family had been topside for a few generations.

Conceivably you could also be an Andrastian Vashoth mercenary if you've always lived in human lands.

I'm just grateful we get to be elves, originally we were going to be human only again so I'm happy Bioware even decided to bring race options back. They probably choose dalish over city because it'll link closer to the story.

Mage Origin is distinctly not among the Nobility.  Endgame boon aside, that is.

it's not, any doubters need to pay da: o again.

 

 

and the why your dalish not city is city elves are pointy eared poor humans except for the tree. really remove the ears for a city elf and just call them ex slaves that no body like cause their people used to do a lot of blood magic or what ever it wouldn't effect their stories at all.

 

don't get me wrong  my canon warden is a city elf but if they can only bring back one elf type for some reason I prefer the more elfy one.

Maybe we'll play the game and think, "oh, it makes complete sense why we wouldn't play a city elf."

 

Just have to wait and see.

Originally, the Inquisitor was going to be human-only with a bunch of backgrounds to choose from. When the game was delayed, Bioware got the opportunity to bring back race selection, and that ended up taking the place of the multiple backgrounds. There wasn't enough extra room in the budget to have multiple backgrounds for each race.
