Yes, but. This is a pretty complicated explanation but here is a link

The problem is all the auth. codes for the free stuff like Wolf Charm etc. need to be on your HD. The promos packs (1. for the FW Charm and Mem Ring. pp2. For the DA:Journeys stuff) only download the auth. code for the first one on the list. To force the rest onto the hd you need to delete pp1 from drive and download item 2, del.and dl item 3 rinse and repeat.
You can only play offline if you spend an hour online downloading stuff over and over. Yeah, I know. Sorry. Shale and the BD Armor are not a problem.

I saw in another topic you were having trouble with Shale etc offline as well.. You mentioned d-loading direct from the xbl dl screens. That may be the problem. You should probably search for info from someone more knowledgable but I think the auth codes come through best if you dl in game. More time spent not playing I'm afraid.
