wiki says that Shep should give Kaidan some brandy as a gift to cement the relationship. Unfortunately Sirta (?) is all out. Does this mean no romance? All I've had are chats and the little interlude at Apollo's.

No. I thought why would I want my crew pissed on brandy? However - Kaidan has just come good. This aint like playing DA

The brandy is not required to get the romance, but it does help a bit.
Simplest way is to just be nice to him, drown him in paragon choices. The dinner at Apollo's is when you cement your relationship with Kaidan. If you didn't get the romance option there, then you missed something earlier. Only option then is to go back in time, or modding.
