Gaspard would have done the same thing at Halamshiral(he admits it himself) and has no plans for improving the lives of city elves. "But at least he's honest!" doesn't really cut it for me.
I didn't really find him that honorable myself- he tries to murder Celene during a hunting trip and attempts to goad Teagan into conflict. He also plans to start an unnecessary war with Fereldan (because invading Fereldan protects them from Nevarra somehow?)
I rather it come from someone who never cared in the first place.
But you're ignoring that Celene offers a potential for a benefit. That's not the case with Gaspard. Do I think it's the risk for something better to risk a backstab? Yes.

I don't think its a risk worth taking because, well to quote 4Chan/Reddit/Imgur "OP doesn't deliver"

They are, because the same situation is going to happen to the elves regardless. Celene does it when asked to. Gaspard does it when he feels like it, if he feels like it. It should be obvious who is better for the elves in the long run is.

Not really any worse off than if there were none at all. It wasn't until the rebellion AND political threat against her that Celene felt forced to crush it. Before that she was looking for another way, which maybe she would have even stuck with if the situation would have been slightly different. Gaspard would not have waited so long or provided them any other leniency. Even if Celene revoked all the reforms after burning Halamshiral (which I don't think they she did), that doesn't put them in a worse of position than Gaspard never giving them any.
It's simply better to have a ruler who is only slightly sympathetic to you than someone who is not at all.

She did tell her at one point that if Briala was through with her that the elves wouldn't suffer for it. And I don't remember any line where she rescinded that statement or clearly changed her mind.

Fair enough. Stability serves it's uses but change can be useful as well. And more interesting to watch really.

Oh please the Demonpocalypse and civil war will have put paid to any ideas of foreign adventures. Orlais will need to focus on rebuilding for years after DAI. And that will provide the national focus Gaspard was looking for with an invasion of Dogland.

I don't see starting another prolonged rebellion in Fereldan as being good for the stability of Thedas.
