I support city elves, the dalish & their stupid obsession with living in the past while seeing non Dalish as enemies or lesser beings in need of indoctrination into their beliefs, can go die in their own filth & idiocy. An elven state needs leaders that know how to interact with its neighbours rather then just going back into extreme isolation since isolation will just cause its downfall yet again

We should probably pay the city elves 100 soverign a head, for Dalish killed. That way they get their country, and the Dalish no longer exist. It's a win-win.

You have to account for the number of clans that will just kill themselves eventually. 50 per hunter, and 75 per Keeper. This way the City Elves stay interested. 

 

I'd bump to like twelve for a Keeper what with them being mages and all but the rest of the clan might warrant a single sovereign a head.
