Pretty much, cultures bleed knowledge all the time despite their best efforts to do otherwise. To pretend that the Qunari have managed to hold it all in for centuries despite years upon years of war, conquest and liberation and continual defections is absurd. 

But they never gain that qunari knowledge of war tech.

Ver true. Magic was how they countered Qunari military technology. With the loss of mages, the Chantry in chaos and Orlaisin CCivil War, now would be a good time to invade. Except for the giant hole in the sky. I imagine that Iron Bull will be sending them reports regarding the status of both the Breach and Inquisition. Once the matter is settled they'll still be weak enough to invade. They'll have to carve their way through the Imperium first, so we should get a fair amount of warning when they make their move.

Qunari have mages too.  Saarebas are formidable and utilized.  Completely trained as a weapon of destruction.
