In DA2 I remember making a deal with the demon during the night terrors mission with Anders present locked out his romance.
The fact that this happens suggests that Fenris' lack of lockout is deliberate, at least to me.
He sounds as vehement as Anders, but unlike Anders his personal relationships come first and his views come second. Hawke can't get Anders to side with templars without 100% rivalry, but Fenris only needs a certain threshold of friendship or rivalry to swap.
Fenris will argue Hawke's ears off when he disagrees, but he'll stay to make that argument. Anders/Justice prefers to disassociate from people who disagree, hence why he gets a friendship boost from selling Fenris back into slavery.
