Try asking the question on the NWN2 forum. Usually you get a mix of English and the language you selected when you installed your NWN2 game and a mod that is in English. Your game doesn't have to be in that language if you want to use an English mod.
The installation of mods in NWN2 varies, some files are placed in the override, other authors use haks. There should be a read me for the mod you try to install which will tell you what to do or the information can be found on the web site from which you downloaded the mod.
